Taiwan’s solid industrial structure rests on decades of policy support, business development, and public participation. At its core lies a key factor—energy. Since the 1970s, the Taiwanese government has promoted energy-intensive industries such as petrochemicals and steel. Alongside the construction of large-scale energy infrastructure, environmental issues surfaced rapidly. The “public hazards” involved—including air pollution, water pollution, waste pollution, and nuclear waste—have increasingly affected public health and the ecological environment. Can we find a balance between economic development and environmental safety? How has Taiwan’s energy policy moved from public debate toward sustainable practice?
