Prior to the Japanese adminis. tration, there was no sanitarysystem worth mentioning in Taiwan,and epidemics,such as cholera,miasmatic fever, bubonic plague, etc., were virulent. TheGovernment General was enthusiastic to check these dreadfuldiseases and was successful in turning this pesty Island into ahealthful civilized country.
